WEEK 41 | 5–11 OCTOBER 2026 · MK RADAR PRO BY METAKNOWLEDGE

The Amendment Is Here

Week 41 Pro analyses the €500m Horizon Europe amendment, the new Bridging and Nature funding architecture, MSCA's expansion, fresh competition evidence, the next 30 days and a portfolio-level action plan.

Executive Signal

The European Commission has added €500 million to Horizon Europe for 2026 and 2027, taking the combined two-year envelope to around €14.8 billion. The amendment adds two major horizontal streams: €237 million for Nature-Positive actions and €260 million for Bridging Actions 2027.

MK view: The strategic signal is stronger than 'more Horizon Europe money'. The amendment puts additional weight behind the transition from excellent research to validation, innovation ecosystems, deployment and scale.

Executive Interpretation

That direction is consistent with the Commission's Science, Research and Innovation Performance of the EU 2026 report. Europe remains scientifically strong, but the Commission identifies fragmentation, insufficient investment and difficulty translating knowledge into technological leadership, productivity and scaled innovation as persistent weaknesses.

The practical consequence for applicants is straightforward: re-screen the amended programme not only for what you want to research next, but for what your organisation has already created and could now validate, demonstrate, transfer or commercialise.

What Changed Since Issue 2

  • The anticipated Work Programme amendment is now reflected in the Commission's central repository.

  • The 2027 pipeline now contains major horizontal Bridging and Nature-Positive activity alongside cluster-specific calls.

  • MSCA has received more than €210 million in additional funding for 2026–27.

  • Fresh official monitoring and submission evidence provides a stronger basis for portfolio and competition decisions.

New Funding Radar — Bridging Actions 2027

Bridging Actions are the most strategically important addition because they explicitly target the gap between collaborative research and subsequent innovation, validation and deployment.

1 | Advancing Pillar II results

HORIZON-BRIDGING-2027-02-05 is dedicated to promising results from Pillar II collaborative research. CORDIS describes progression towards innovative products, processes and services and allows follow-on validation, including clinical studies where relevant.

Official source — CORDIS / European Commission: https://cordis.europa.eu/programme/id/HORIZON_HORIZON-BRIDGING-2027-02-05

Pro implication: Research organisations should immediately identify completed or late-stage Pillar II projects with valuable results that stalled before validation or uptake.

2 | Valorisation through innovation ecosystems

HORIZON-BRIDGING-2027-06-02 is built around scouting, selecting, validating and valorising promising Horizon results. At least 60% of the total requested EU contribution should be distributed through financial support to third parties for validation and valorisation.

  • Strong pipelines of eligible Horizon results become an asset.

  • Innovation intermediaries become central — TTOs, accelerators, living labs, testing facilities and ecosystem operators.

  • Real-world validation capacity matters as much as proposal-writing capacity.

  • Applicants need a credible mechanism for selecting and progressing results, not simply an attractive portfolio of technologies.

3 | Bridging is cross-sectoral

The same horizontal portfolio includes an AI-driven energy-system pilot and an EU Frontier AI initiative. For HORIZON-BRIDGING-2027-01-12, CORDIS specifies a large cross-border ecosystem involving at least six Member States or Associated Countries, alongside multiple energy actors, digital-technology providers, mobility actors and energy communities.

New Funding Radar — Nature-Positive

The Nature-Positive pipeline is similarly horizontal. It connects ecosystem restoration with health, industrial transformation, digitalisation and strategic-resource dependencies.

Living labs for ecosystem restoration

HORIZON-NATURE-2027-02-02 requires three new living labs, each with 8–15 experimental sites, a multi-actor approach and social-sciences and humanities involvement. Financial support to third parties may account for up to 30% of the proposed budget.

Biodiversity, health and industry

  • HORIZON-NATURE-2027-03-01 addresses the biodiversity–health interface under a One Health approach.

  • HORIZON-NATURE-2027-01-02 examines impacts and benefits of clean and digital industries on biodiversity, with links to the Clean Industrial Deal, AI/data-centre development and critical raw materials.

Talent Funding Signal — MSCA receives €210m+

On 1 October, the Commission announced more than €210 million in additional funding for MSCA Postdoctoral Fellowships and Doctoral Networks in 2026–27. The increase is expected to support more than 700 additional researchers. The 2026 Postdoctoral Fellowships call received 21,627 applications, an all-time MSCA record. MSCA also reports that companies now represent almost half of organisations taking part in the programme and that more than 4,000 companies participated over the last five years.

MK view: MSCA should increasingly be treated as part of institutional talent and industry-collaboration strategy, not as a stand-alone academic mobility instrument.

Competition Intelligence

HaDEA's 29 September submission statistics for the 2026 Horizon Europe Space call provide a useful topic-level competition signal: 132 proposals were submitted overall, but individual topics varied sharply.

  • HORIZON-CL4-2026-SPACE-03-31: 55 proposals; indicative 3 projects.

  • HORIZON-CL4-2026-SPACE-03-61: 52 proposals; indicative 2 projects.

  • HORIZON-CL4-2026-SPACE-03-11: 6 proposals; indicative 2 projects.

MK view: Programme-level attractiveness tells you little about topic-level crowding. Funding teams should build competition assumptions into qualification before committing major proposal resources.

Week 41 Deadline Radar

  • 6 October — CEF Transport 2026: €1.1 billion available; deadline 17:00 CEST.

  • 8 October — IHI Call 13: Stage 1 deadline 17:00 Brussels time; maximum IHI financial contribution €53.2 million.

  • 14 October — ERC Starting Grant 2027: application deadline.

Forward Look — Next 30 Days

  • Recheck every organisation-level funding pipeline against the amended Work Programme.

  • Use the 16 October Commission Info Day on Horizontal Activities — Nature and Bridging — as a formal interpretation checkpoint.

  • Watch the new horizontal topics as they move from programme architecture into live application workflows.

  • Track the newly launched European Partnership for Resilient Cultural Heritage as a multi-year source of future transnational calls.

Deep Dive — Europe's research-to-deployment problem becomes funding architecture

The Commission's policy and funding signals now point in the same direction. The SRIP 2026 diagnosis is that Europe's scientific strength does not consistently convert into technological leadership and scaled economic value. The new Bridging architecture directly targets that transition problem.

The strategic asset for applicants is therefore no longer only proposal-writing capacity. It is the ability to identify, package and progress existing research results.

Assets worth identifying now

  • Prototypes that stopped before operational validation.

  • Algorithms, datasets and software with credible external users.

  • IP without a clear exploitation or market-validation pathway.

  • Research outputs needing living-lab, test-bed or clinical validation.

  • Results that could support a spin-off, scale-up, procurement route or deployment instrument.

  • Completed EU-funded projects with strong technical outputs but weak post-project commercialisation.

Weekly Positioning Tip — run a Results-to-Funding audit

  • What exists? Prototype, dataset, software, process, IP, methodology, infrastructure, clinical evidence or demonstrator.

  • Where did development stop? Lab validation, relevant environment, demonstration, market validation or procurement.

  • Who owns the result? Are exploitation rights sufficiently clear?

  • What evidence is missing? Technical, regulatory, user, market, manufacturing, procurement or investment.

  • What actor is missing? SME, investor, public procurer, living lab, technology infrastructure or deployment partner.

  • Which Bridging or other amended-programme instrument could finance the missing step?

MK view: Your strongest 2027 opportunity may not be a new research idea. It may already be sitting inside a completed project.

Source-Control Notice

The Commission's central Horizon Europe Work Programme repository now lists the main 2026–27 programme sections with a 29 September 2026 date. Some individual portal pages and cached documents can lag behind central updates. MK Radar does not resolve such conflicts by assumption: where official EU sources do not yet converge, the discrepancy is reported and the live application source must be rechecked before acting.

Pro Action List — Week 41

  • Re-download the amended Work Programme sections relevant to your pipeline.

  • Search the new Bridging and Nature horizontal actions separately from conventional cluster calls.

  • Run a Results-to-Funding audit across completed Horizon projects.

  • Reassess institutional MSCA planning after the €210m+ increase.

  • Use topic-level submission statistics — not only call budgets — in bid/no-bid decisions.

  • Mark 16 October as an interpretation checkpoint for the new Nature and Bridging actions.

Work with MetaKnowledge

The challenge is no longer finding more European calls. It is deciding which opportunities deserve scarce bid-development capacity, which existing research results can be reactivated, and which official assumptions are stable enough to build against. MetaKnowledge supports funding intelligence, opportunity qualification, consortium strategy, proposal architecture and exploitation positioning.
